Carlos is an associate in D’Empaire’s Banking & Finance and Restructuring, Oil, Gas, Energy, Mining and Petrochemical Projects, Corporate and M&A and Sovereign Debt practice groups. He received his J.D. from Universidad Monteávila in 2017. In addition, he holds a Diploma in International Taxation from Universidad Católica Andrés Bello, as well as a Diploma in International Trade from Universidad Metropolitana, both programs completed in 2022. He is also an active member of the Venezuelan Tax Law Association.

Carlos’s practice focuses on Financial, Energy, and Sovereign Debt matters, complemented by general Corporate advisory services. He regularly advises domestic and international clients across various sectors, guiding them through complex financing arrangements, strategic alliances, and transactions related to the Venezuelan oil industry. In addition, Carlos advises clients on the development and implementation of tax planning strategies, both domestically and internationally.

Prior to joining D’Empaire, Carlos was a member of the in-house legal department at CNPC America Ltd., a subsidiary of China National Petroleum Corporation, from 2019 to 2024. Previously, he worked as an associate in the Corporate Tax and Oil & Gas practice at Torres Plaz & Araujo Abogados from 2017 to 2019.

Carlos is fluent in English, Spanish and Japanese.
