Born in Caracas, Venezuela in November 4th, 1961.

Graduated summa cum laude from Universidad Católica Andrés Bello (UCAB) (1985) (First Place of the class), holds a Master of Laws (LL.M.) and Specialization and Diploma on International Taxation from Harvard Law School (1986), Doctor of Laws (PhD) from Universidad Central de Venezuela (UCV) (2003).

Chair professor and head of the Finance Law Professorship in the Faculty of Law at UCAB since 1987, Professor of Tax and Accounting at the LL.M. Tax course at UCAB, as well as professor at the PhD courses in the Faculty of Law at UCV.

Fellow member of the National Academy of Political and Social Sciences (Seat No. 14) since 2005, member of the executive board of the same Academy since 2007, Current Second Vice President of the Academy, former Secretary (2011-2015) and Treasurer (2007-2011)

Member of the Foundational Council of the Universidad Católica Andrés Bello.

Former Superior Tax Judge of the First Court on tax matters (1990-1993) and former Alternate Justice of the Political Administrative Chamber of the Supreme Court of Justice (1998-2000).

Drafter of the “Inflation Adjustment” chapter in the 1991 amendments to the Venezuelan Income Tax Law.

Former partner of the law firm Tinoco, Travieso, Planchart, Erminy y Asociados (1986-1997). Co-founder and former Managing Partner of the law firm Romero-Muci & Asociados (1997-2012), International Partner of Andersen Legal (1997-2002) and later Deloitte (2002-2012). Current Senior Partner at D’Empaire Reyna Abogados Law firm.

He has authored more than 115 articles published in law reviews in Venezuela and abroad and more than 12 books in the matters of Accounting Law, Taxation and Tax Litigation.

He has been awarded with several honors on the course of his academic and professional career, such as the Annual Award granted by the Attorney General’s Office (1989); Honors Awards granted by the Academy of Political and Social Sciences (1991 and 2005); Nuck Wicksell Honor Award granted by the Venezuelan Association of Law and Economics (1997); Honor Award “Marcos Ramirez Murzi” granted by the Venezuelan Tax Law Association (2007 and 2008).

He has taken part in the most relevant cases of Tax Litigation regarding Customs, Transfer Pricing, Municipal Taxes, Income Taxes and International Arbitration matters, including the representation of: Total S.A., Eni S.p.A., Weatherford International, FedEx, Brightstar, Coca Cola Femsa, Flowserve, Makro, Norberto Odebrecht Construtora, Astra Zeneca, Bayer, Halliburton among others.
