Francisco J. Romano is an international business lawyer with over 25 years’ experience in the Latin American oil and gas sector. His practice focuses on oil, gas, liquefied natural gas and transactions in the energy industry. He previously served as Managing Counsel for the Chevron Latin America Business Unit, where he was responsible for the profit centers in Venezuela, Argentina, Brazil, Colombia and Trinidad & Tobago, leading a team of 12 professionals in all five countries. Francisco’s experience includes working as negotiator of major transactions in several countries including the United States, Venezuela, Colombia, Brazil, Trinidad & Tobago, Chile, Uruguay, the United Kingdom, Russia and Turkmenistan.

During his time at Chevron Latin America headquartered in Caracas, Venezuela, Francisco led major SBU negotiations initiatives involving the acquisition and disposition of assets, major government agreements and natural gas development projects. In Venezuela, he led negotiations to access the “most favorable” foreign exchange rate, with several hundred million dollars in positive impact on the joint ventures’ financial performance, helping to mitigate significant cost increases caused by rapid currency devaluation and inflation. In Argentina, Francisco designed and negotiated a transaction with YPF that paved the way for a key participation in the Vaca Muerta formation and access to other areas with unconventional exploration potential. He also provided legal advice and counsel to all business units, managed corporate governance issues for more than 75 group entities and supervised contracting processes for major commercial agreements.

Francisco first joined Chevron in 2005 and joined D’Empaire Reyna Abogados as Of Counsel in September 2017.
