• Represented Citi as dealer manager in the placement by Petróleos de Venezuela, S.A. (PDVSA) of its US$3,000,000,000 8% amortizing notes due 2017

• Represented ABN AMRO and Econoinvest Casa de Bolsa in the placement of the US$3 billion 5.25% Notes due 2017, US$3 billion 5.375% Notes due 2027 and US$1.5 billion 5.50% Notes due 2037 Notes issued by Petróleos de Venezuela, S.A. (PDVSA)

• Represented Japan Bank for International Cooperation (JBIC) in connection with a US$3.5 billion credit facility granted by JBIC and Japanese companies Marubeni and Mitsui to Petróleos de Venezuela, S.A. (PDVSA)

• Represented Deutsche Bank in connection with Siderúrgica del Turbio’s US$100,000,000.00 10% notes due 2016, and related bridge financing facility

• In 2003 he represented Credit Suisse First Boston LLC as underwriter and dealer manager in the Bolivarian Republic of Venezuela’s issue of US$1.5 billion notes to repurchase approximately US$1.7 billion of aggregate principal amount of the Republic’s “Brady Bonds” through and international tender offer

• Since 2000, he has represented JP Morgan Securities, Deutsche Bank, Citigroup, Credit Suisse Fist Boston International, Barclays and ABN AMRO in connection with several issues of the Republic’s global bonds

• Advised an international consortium conformed by PDVSA, Texaco and Ecopetrol on the Venezuelan legal aspects of an international gas pipeline from Colombia into western Venezuela

Carlos Omaña was born in Caracas in 1970. He received his law degree from Universidad Católica Andrés Bello in 1992 and an MCJ from New York University School of Law in 1994. Carlos is admitted to practice in Venezuela and in New York.

Carlos Omaña joined D’Empaire Reyna Abogados in 1995 becoming a partner in 2001. Before joining D’Empaire he was a trainee at Shearman & Sterling, N.Y. Carlos has been a member of D’Empaire’s Executive Committee since 2006.
